Frozen RPM and Dodgy Speedometer!?

hello,
I recently had a glowing feature installed on my car speedometer. Everything seemed fine until i found the speed it was telling was not right. The RPM on the otherhand got stuck on 3. Is there a way to fix the speed and rpm. I am sure the problem lies in the gauge itself and nothing wrong with the wiring. Could i remove the needles and try to fix it ??? its a Toyota Celica ST 1996

That did nothing. Like i said the needle is somewhat stuck rather than dead. Is removing the needles to fix it a good idea?
