How do I use my key- operated ADE control panel?

I have acquired a house with an ADE (no model number) key operated alarm panel, with 3 positions: off, test, and on. Key is in 'test' position. If key is moved to either of the other positions, the alarm sounds. Does this mean it is faulty or am I missing something?
