Fisher Paykel Dishwasher?

The top drawer of my Fisher Paykel dishwasher fills with water while the bottom unit is washing dishes. The only way I get it drained then is to run the top unit. Why is this happening and how can I fix it?

The dishwasher has approximately 2 inches of water across the bottom and it's dirty water. If I didn't run the unit to drain it, it would continue to accumulate. In addition, more water will go into the dishwasher if I run the garbage disposal.

When you say it fills with water, do you mean it fills a lot, as in enough to do a wash, or do you just notice that it's got more water in the base than usual?
