The float restrictor looks like a nipple with usually red or white colour for different float rate. The actually name of the restrictor is called "orifice"

In the ballcock there is a flow restrictor and these come in different sizes if you put one in for low pressure with a bigger hole in it the cistern will refill quicker

try relising the valve near the ball valve (the long arm wiv a ball on the end) that should do the trick
