How can I 'unlock' the brake - Mcculloch 2-stroke chainsaw?

The brake 'cover' is removed, but the brake 'band' will not expand to allow the cover to be replaced. The brake handle moves about half an inch only, and the band does not move at all. Presumably the brake is stuck on, so can anyone tell me how to release it so that the cover can be replaced?

Hold the cover in the same position as it would be if it were mounted on the saw, and pull back on the brake bar. That should release it enough to remount the cover.
