Upper tension on my Kenmore 385.1249380 doesn't work right. what do i do?

My upper tension on my Kenmore 385.1249380 doesn't losen or tighten no matter were the tension is set it is the same. Do I have the parts in wrong? I have tried to fine a diagram of this assembly but haven't been able to fine anything.

If you have taken the tension apart and reassembled it you may have either put a spring on wrong or not at all, or you may not have pushed the assembly all the way in if you have taken the complete unit out.
