Do you mean the 'presser foot bar' or 'needle bar'?
I ask because you mention the belt moving, but the belt doesn't move the presser bar (which is the part that moves the presser foot up to release your work or down to lower the presser foot onto your work and engage the tension discs).
The needle bar is the part that moves your needle up and down then you sew.
Is that what is stuck?
Either way the answer is usually to open your machine up, clean it, oil the moving parts (especially any you can see that are stuck) and turn the machine over to work the oil into the parts that should be moving.

The man who made that videos is a bit of a genius for sewing machines, so if that video doesn't answer your problem have a look at some of his others and see if you can find one that fits the exact issue you are having. They're really detailed and informative.
