How can I fix a water cut off to cistern?

I have no stop cocks apart from the main one into house. I have continuous drip of water into toilet cistern. Something to do with the thread on float valve being worn, I am told. I need to fix a water cut off to cistern. I have heard of a self piercing pipe connection which I can screw around the pipe without cutting off water and this will pierce pipe and then act as a stop cock.
Is this true and what is it called ?
I also need the name of the parts I need to stop the continuous water dripping into cistern.
Or should I call a plumber and pay what ?

no, what you describe is a washing machine draw-off tap.( and they are absolute cr*p, by the way!!) the only way to solve your problem is to turn off water to house, and fit a new cistern ballvalve. and fit a ball-fix isolation valve into the pipework to the cistern at the same time. It isnt really the hardest job in the world, but without the correct gear to cut the pipework and get correctly sealed joints, you could flood the place in no time. its best to pay a registered plumber to do it. costs vary, but expect around £50.
