whats wrong with my peugeot partner?

my peugeot partner diesel van .missfires slightly at low speeds .ok at higher speeds. lot of whitish blue smoke on morning start up. smoke goes after a hundred yards or so. doesnt seem to be losing water. seems to be getting worse.

Sounds like glow (heater) plug/s may be faulty, in cold weather even one of the four plugs not working will make starting sluggish, give you a smoky start and make initial running when cold less smooth.
