Kirby 2 Legend belt problem?

I have an old Kirby Legend 11 lately when I have replaced the belt (and I have done it correctly) the brush still won't turn and left end cap seems stuck (black one). Is it supposed to turn like the white end cap? There is nothing I can see stopping the rod from turning

Yes, both ends should spin free. The easy fix is to just replace the brushroller.
