loose loops on bottom of item being sewed?

I sew and find loose loops of thread on the bottom side of the item Im sewing,I have tried to adjust the tension,Now the machine is binding and is not sewing at all I tried a new needle and it sews alittle then stops

Hello Terri,
Make sure the presser foot is up when you thread the machine, top tension about 4 or 5, make sure you can just pull the bottom thread through with slight resistence, if it is too tight slacken the screw on the bobbin case about a quarter of a turn anti clockwise until you get it right.
