snapper riding mower with briggs and strattan engine 28b702-1154-e1 ?

I have a snapper riding mower with a briggs and strattan engine 28b702-1154-e1 Code 980414zb. The engine is a manual start. When I pull the cord too start the machine, it feels like I do not have the compression to get the rider started? What could this be, the pully? The Engine?

Not to happy with the snapper!
