caravan damper is not working?

what you are describing is definitely a failed damper. the damper operates similar to a vehicle suspension. if the seal perishes or cracks it will allow oil to leak from the ram. this can be changed quite easily if you have the basic tools. contact your nearest Indespension trailer outlet, give them the make and type no. off the coupling body and they will be able to supply a replacement for you, and fit if you wish.
