My Bissell Power Steamers will not suck!?

I have a Bissell Power Steamer model 1697-w. The handheld pre-treatment's vacuum is fine but the main extractor (The one that actually is big enough to clean the carpet) is not sucking. I am irritated by the customer service reps so can someone please help me fix this stupid thing?
