I have exactly the same issue - the arm does not stop the flow, how do I get to the washer to replace it? or failing that how do I find out what model I have - I cant find any numbers under the cistern lid!!!

Look at the fill valve and lift the operating arm up....does the flow stop? If yes, try to see how the arm is adjusted for height (there are several different ways). If the water doesn't stop, either fit a new washer to the valve or have the whole thing replaced.
