You could have a blockage somewhere try looking in the manhole it feeds into see if that has 'backed up' [look in the next manhole along if clear it's between manholes]. if so rod in the 'outflow' direction [towards clear manhole] but when using drain rods 'Duck tape' the joints and always turn the rods clockwise. turning anti clockwise could unscrew them then you're in trouble. Another thing to try I have done is boiling water and costic soda mix pour into the toilet pan about half a bucket then follow up with another that usually shifts a slow blockage. Another though has come to mind is if you use pan cleaners that hang on the side of the pan one may have sliipped in to the pipework. A good plunging with the rubber disc of the drain rods usually shift it in to the manhole where it can be removed.
