Ryobi 4545, chain oil not working, safety brake not working?

No oil getting to the chain, what is the best way to ensure pipes clear and how do I get to filter? The safety brake bar doesn't seem to come back far enough (it clicks back ok) to fully release the brake band around the clutch. Can it be adjusted and how?
