Citroen Saxo 1998 Heater/blower?

Ok, the blower just doesn't work at all. and the rear screen heater is also not working, all fuses are ok. I've looked at some Q's n A's on internet, most seem to think its the ignition. The car has no power steering by the way, some people ask about that. Any one help? It's cold in there! :P
