ah a common problem with scooters usually 125's the clutch at the back of the engine is a centrifugal type and the clutch shoes are weighted so when the revs get to a certain speed they grip the clutch beel and drive the drive shaft around ,but the springs that hold them in place and stop them from engaging all the time break and then the drive is constant and the engine stalls and shakes while your stiing still,so the answer is put some new clutch springs on it i reckon.i did soem a week or so ago on an aprilia leonardo 250 i the springs are very tough though and take some fitting hope you have got strong arms !

I would say your revs are too high. Is the engine ticking over or is it reving quite high. does it have a rev counter what is it reving out when on stand. Should be just under 1000rpm.
If its any higher you need to back off the revs. screw on side of carb does this turn in to increase revs and out to decrease. quarter of a turn at a time until revs are just under 1000rpm
