scantronic 9800 fault ?

the panel is saying high temp i sugested that this means temprature on my bell box the green and red led's used to flash but for a couple of months they havent so i thought that may be the problem so i opened the bell box it is a klaxon flashguard so i opend the main panel and all the fuses and wireing are fine so i dont understand the problem any thoughts
