How do I fix intermittent pressure in upstairs bathroom?

When I run the hot tap in the basin the pressure drops off . It can improve by running downstairs and running the cloakroom hot tap until it spits and splutters a lot, turning it off then going back upstairs. However, it seems to happen every morning. Is it a build up of air bubbles at a bend in the pipes somewhere?
