Hot start for Troy bilt 13AP609G063 LTX1842 (2003)?

I replaced starter and ignition switch. and when I connect battery the engine turns over. seat cutoff switch is engaged and seems like brake switch is engaged. power goes to starter with all safety switches engaged...any help ?
