the strobe on my accenta g3 will not stop flashing even when i press reset?

Sounds strange, open panel again. I assume you have before and know the dangers.
Find the strobe output and remove it.
You then have to assume 1, if it stops that is the problem and the output is jammed. Either reprogramme or use another output, bear in mind there is still a fault present!
2,you have a wiring short. Now for the fun bit and tracing the fault.

I have put a new battery in but it still keeps flashing.

Do i just unplug the batt and put new one in or do i need to turn electric off.

Mark replace the battery in the control panel.
