Bobbin sticks when trying to refill?

Lately, my Model 167 is refusing to turn... but sporadically. The rubber wheel is leaving residue on the main wheel. I think the lever that keeps the thread winding evenly may be the culprit... Can it be adjusted, or must the wind unit be replaced?

the rubber can be easily replaced but also put a drop off oil on shaft where bobbin fit and turn by hand to ensure free movement.dont think you need to replace complete winder after this mini service
