Presser foot is loose?

singer 9217 presser foot lifter is moving free, but the foot is not moving up or down

thanks for the help, I fixed the presser foot lifter.

Thanks for the info, Harry. I checked the manual and it is not the problem. The presser foot lifter that connected in the back, that lifts the pressure foot up is loose. So the presser foot bar is not lifting up to put the cloth in to stitch.
