I have a cheapo electric Power Devil, but it seems to have the same scarifier drum. Anyway, thanks to Mr Coker's advice I could pull back the sprung washer far enough without breaking it, so that I could slide the sections out to replace the broken spring tines. Now I'm just hoping that the replacement tines I ordered off ebay will fit... Spartacus 60 x Lawn Raker Tines Power Devil PDGELR400. If they don't I'll pop back in.

Agreed did as below :
On one end there is a sprung washer (it probably has a more technical name) which slides one way only to secure the sections in place. Once removed the sections came away easily.
Replaced all tines and resecured :)
Have to test when dry ...so all good so far ...
