Translating from the gobbledygook in the posting, I THINK your problem is that the machine runs as soon as you turn on the power, irrespective of what the foot control is doing.
There is probably a small suppression capacitor in the foot control that has gone short circuit. You should be able to find more advice with some basic Gooogle searches.
Often cured by simply removing the capacitor
