WHY DON;T MY HOMELITE CHAINSAW ACCELLERATE?

I have a Homelite chainsaw 23 PowerStroke 2.3 cubic in. displacement 38cc and it idles fine but when I give it gas, it just stays at the same operating speed as idle. All the throttle links are hooked up and when I take the air cleaner off, I can see the butterfly opening just fine. Is it the spark plug gap, wrong fuel mixture or what?
