Apple TV won't turn off my TV properly?

My Apple TV unit is not turning my TV off properly. When I press the Power Off option, the Apple TV unit goes into standby as expected. The TV also goes into standby, but it seems that just as the Apple TV unit is in standby, a pulse is sent to the TV and it powers on again. This is repeatable. The Apple TV unit is in standby, but the TV comes on even though the HDMI1 input is off.

When your Apple TV unit fails to turn off your TV, it is usually an issue with HDMI-CEC (Consumer Electronics Control), the technology that allows devices to communicate over HDMI cables.
