Lens won't retract and/or is stuck Sony DSC-P71?

What may be wrong? Where do I take it for repair?
I tried new batteries and once I turned it on, it makes a ticking sound, suggesting the lens is trying to retract w/o sucess. After a couple of times the camera does not start. It won't even let me transfer picture to my computer.

sounds dumb but, put in new batteries when power up
tap fron lens a few times it usually unsticks the lens
