how to repair Singer 4210?

I was told that due to sewing a thick piece of material (velcro to medium-weight cotton) the timing had 'gone off', as the bobbin thread will no longer catch and come up through the plate. How can I repair this?

I'm new to sewing and this is my first machine, so any suggestions are much appreciated.
