either the filling loop is passing or the heat exchanger is split, also look at the expansion vessel check it is pressurised.

expansion vessel is either depleted of air or its hole'd...drain boiler check air charge in vessel with foot pump (should be round 1 bar) if its empty then pump to 1 bar
