Sounds like the flyback transformer has gone. They do go because they are highly stressed. Its a professional job to replace them due to the extremely high voltages involved. If you are not trained, do NOT even think about opening a TV set. No idea why you think that its an EEPROM or even why you think that it has any EEPROMs.
