How can you tell them to change the element when (a) They don't know which element is causing the fault or even if it is an element. Elements were okay before they cleaned the oven. (b) The poster obviously does not have any test equipment or fault finding knowledge. Not safe for them to be getting into the electric workings. They would be better calling out a trained service person.

Probably a failed or failing element.
Simple enough to change. Do a G000gle search for your make and model and "Change Element" you may get some useful pointers.
