Neff oven element melted and new one does not work although thermo?

If new element is ok with test meter then obviously you are not getting power supplied to the element when turned on. You need to continue the fault finding with the meter. With power off at wall switch, trace the power in from the connection to the selector switch. Then check the switch is working i.e. continuity through switch and down to the element.
